Prime minister Narendra Modi has made frequent references to eGovernance and has urged everyone to embrace egovernance and to bring access to government to the mobile phone. How do you measure success in eGovernance implementation? The definitive measure of egovernance readiness across countries is the United Nations eGovernment survey, carried out once in two years. In its last edition of 2014, India ranked a lowly 2014! The United Nations eGovernnace Development Index (EGDI) is derived from 13 different parameters each having a different weight. the infographic above explains how the index is derieved and where India stands in each of the 13 elements along with the name and score of the best country on that measure.
The EDGI is itself a composite of three equal indices - the Online Service Index, the Telcom infrastructure Index and the Human Capability Index. Each of these have a one third weightage in the EDGI and are in turn derieved from the 13 components. The Online Serivice Index measures the availability and maturity of governance information and services online. The telcom Infrastructure index measures the availability and penetration of telcom and internet infrastructure to take these services to the masses and the Human capability Index measure the capability of the population to use these services (by measuring education and literacy levels and prospects).
